If a circuit is incorrectly earthed or missing an earth then this could well cause enough stray voltage to give shocks from light switches or other parts of the electrical circuit. There could also be wires touching somewhere making parts of your electrical installation unintentionally live. There could be a fault on another circuit causing the problem also.
You are more likely to receive shocks from a metal light switch than a plastic light switch in a circuit with a missing earth. The plastic cannot become live but only the screws that hold the light switch in place.

A home electrical check is a process that takes several hours and tests all the circuits in your home. They will take the fuse box cover off and individually test each of the circuits for earth continuity and cable insulation quality. They will make sure that in the event of an electrical fault that your electrical installation will perform correctly and cut power to the affected circuits. They will check to see if the electric shock protection in your property is adequate.
They will examine the installation as a whole and compare its condition and safety features to the current edition of BS7671 Safety Wiring Regulations.

When your electrician inspects your home, they will check the earthing on the electrical installation to make sure it is in place and adequate to ensure the safety of your installation. Earthing is vital to the safe operation of your electrics. You may not know if your home is not earthed properly as there are often no signs until there is an electrical fault and things go wrong.

If you have received a shock from a light switch due to poor earthing then it is possible that there are other electrical faults within your wiring system, and yes, it is possible that you may receive shocks from elsewhere as well. Your electrician will be able to check the earthing on all your circuits during an electrical inspection or as a separate check if you need them to. If there are missing earths to parts of your lighting circuit then there may be several possibilities for rectifying this. Sometimes on older lighting circuits there were no earths. In these cases, it is recommended that the lighting is rewired or in some cases, all switches replaced for plastic and all light fittings replaced for Class 2 fittings not requiring an earth.
Your electrician will tell you what is possible in order to put right any electrical faults in your homes wiring system. Each electrical system is different and the possibilities for repair will differ.
